About UARP


The Universitywide AIDS Research Program (UARP) provides state funding for the support of merit reviewed AIDS-related research to be conducted at nonprofit research institutions throughout California. The mission of the UARP is to support excellent, timely, and innovative basic, clinical, social/behavioral, and epidemiological research on HIV/AIDS that is attentive to the needs of California, particularly the diverse communities affected by the epidemic, and to support research which will accelerate progress towards prevention and a cure for AIDS. UARP funding mechanisms are intended to provide a niche that can best serve California investigators and to complement rather than duplicate funding opportunities offered by other sources.

Abstracts of Research Funded by UARP


To view abstracts from projects recently funded by UARP, please see the Compendium of Abstracts from the 2006 Biennial Investigators’ Meeting held on February 24 of that year.  The compendium contains abstracts from awards made in the 2004 and 2005 grant cycles, as well as some awards given previously.  The compendium does not contain abstracts from the most recent grant cycle (2006).  Many of the abstracts are from grants awarded through our regular Call for Applications, while others are from different funding opportunities, such as the California Collaborative HIV/AIDS Research Centers, the Health Policy Research Initiative, or the California Mexico AIDS Initiative.  There is a key near the beginning of the compendium that allows the awards that resulted from the regular Call for Applications to be distinguished from awards resulting from other initiatives.

APPLICATION PROCEDURE OVERVIEW

UARP’s award mechanisms are outlined in the Call for Applications, and the Guidelines and Application Instructions for the respective mechanisms.

Applications are due by April 3, 2007. Community Collaborative applicants must also submit a Letter of Intent (LOI) by February 6, 2007.

  • All Applications and Letters of Intent must be submitted online at proposalCENTRAL.
  • The completed hard copy of signed Face Page with original signatures must be sent directly to UARP and must be received by 5:00 p.m. on Friday, April 13, 2007.
  • Letters of Intent and applications for Community Collaborative awards must be submitted by the community partner.

The application screens at proposalCENTRAL will become active by January 10, 2007. All materials are either entered onto web pages or uploaded to proposalCENTRAL. All uploads must be submitted as PDF files.

The following materials and information constitute the application:

  • Signed cover page
  • Project title
  • Applicant and key personnel names and contact information
  • Institutional and fiscal contact information
  • Scientific and Lay abstracts
  • Budget Summary
  • Human subjects and vertebrate animal use information
  • Detailed budget and justification
  • Proposal narrative
  • Biographical sketches for principal investigator and key personnel
  • Appendices with optional information including draft consent forms, letters of collaboration or support, supporting manuscripts or articles, or IRB or IACUC approvals if available at the time of application

ProposalCENTRAL allows the applicant to save work and complete the application in stages.

The Review Process
Applications will be reviewed by UARP study section reviewers. On completion of the review process, applicants have online access to the critiques.

APPLICATION STEPS

To complete the UARP electronic application, an applicant needs:
• Microsoft Word
• Scanner [if converting hard-copy items, such as letters of support, to PDF]

You will need Adobe Acrobat (or another mechanism) to convert to PDF format.


A. Creating a Proposal
Step 1: Access the online application site, ProposalCENTRAL.

Step 2: Enter as an applicant. This will take you to another web page. Here we strongly recommend you print out and closely follow the tutorials to help you register and fill out the application.

Step 3: Register as an applicant and then log in.

Step 4: Click on the “Grant Opportunities” tab to find the Universitywide AIDS Research Program as “Grantmaker” (scroll down to the bottom of the page). The “Programs” column will indicate the grant mechanisms and when clicked will link to a pdf file with UARP application guildelines/instructions for that mechanism. Print out the guildelines/instructions.

(If you are returning to continue working on an application from a previous session, the most recent version of your proposal will appear and can be edited by clicking on it)

Step 5: To apply go to the far right, and click in the last column on “apply now”

Step 6: Fill out each of the proposal sections listed in the table on the left hand side of the screen including Title Page, Applicant/PI, Institution and Contacts, Key Personnel, Abstract, and Organization Assurances. When satisfied with all of the information within a section, press next to save any changes and proceed to the next section.



B. Completing the Electronic Application and Submitting Hard Copies of Face Pages to UARP


In order to submit an application to UARP, applicants must complete the following:

1. Register as a user and have created an application (above).

2. When the application is complete, print a hard copy of Face Page of the application directly from the ProposalCENTRAL Web site.

3. To complete the online submission, press the “Submit” button. Please note: Only applications that are submitted to proposalCENTRAL will be accepted for review. Failure to press the "Submit" button will result in automatic administrative triage of your application. You will receive an e-mail confirmation of your submission.

4. Obtain appropriate signatures. The Signature Page must be signed by all persons listed on the application’s Face Page.

5. The completed hard copy of signed Face Page with original signatures must be sent directly to UARP and must be received by 5:00 p.m. on Friday, April 13, 2007. CHRP’s mailing address is:

6. The deadline for online application submission is noon on April 3, 2007. The completed, hard copy, signed Face Page with original signatures must be sent directly to UARP and must be received by 5:00 p.m. on Friday, April 13, 2007.
